    Jarosław Czubiński

    Ambassador Extraordinary and Plenipotentiary
    in the Republic of Lithuania


    Jarosław Czubiński began his career at the Ministry of Foreign Affairs in 1985 in the Legal and Treaty Department, where he worked on such issues as providing international legal assistance for Polish citizens abroad, ensuring double-taxation avoidance, and purchasing foreign real estate by the State Treasury. In 1990-1995 he served as a consul at the Consulate General in Minsk and then at the Polish Embassy in Minsk. In 1995 he returned to the MFA Headquarters, where he assumed the position of Head of Section and then Deputy Director and Director-in-Charge at the Consular and Emigration Department. During this period he participated in and directly implemented tasks pertaining to special consular assistance, e.g. managing the first large-scale bankruptcy of a Polish travel agency, providing assistance to persons in conflict zones and areas under terrorist threat, and organizing consular operations in the aftermath of the 9/11 attacks. From 2002 to 2008 he headed the Consulate General of the Republic of Poland in Kaliningrad.

    In 2008-2010, when Jarosław Czubiński headed the Consular and Polish Diaspora Department, followed by the Consular Department, the Polish consular service underwent a thorough modernization. The expanded and newly-introduced features included state-of-the-art IT systems, user-friendly consular procedures, and the initiation of cooperation with other EU countries by introducing mutual visa representations. The system of so-called mobile consuls was also established, bringing consuls closer to areas with large numbers of Poles.

    In 2010 Jarosław Czubiński was appointed Director-General of the Foreign Service. Thanks to his involvement, the modernization measures initiated in previous years were continued, leading to the creation of a foreign service that is more effective, m


    obile, and equipped with modern IT systems and top-level equipment. He also oversaw - to good effect - the technical and administrative aspects of the Polish Presidency of the EU Council. He has received numerous distinctions awarded by the Minister of Foreign Affairs for his work. In recognition of his achievements as the Consul General of the Republic of Poland in Kaliningrad (2002-2008), the Minister of Foreign Affairs awarded him the title of Consul of the Year in 2004.

    Jarosław Czubiński graduated from the Faculty of Law and Administration of the University of Warsaw. He is fluent in English and Russian. He is married and has two daughters.
